There is no reliable way of categorizing or ranking these ten persons. They lived in different time periods, they did not take IQ tests so their intelligence could be measured, they are known, for the most part, only for their actions and in the cases of some - such as Ghenghis Khan, much of what they did is obscured by time. Further, there were many, many Emporers of China, so you would have to identify which one you were talking about.
